You make it sound like its tax payers money? Surely it would be some construction company or subcontractor paying for that, rather than "most of the people" ? Not really like he's wasting you're money, seems a little harsh to start calling him a chav because of a bit of fun. atleast he's got a job tbh, better than some(most?) of the people his age nowadays.

Hehe, I've seen similar things before, HSO's exist but in certain places at certain times there are lapses and so fun like that can occur

I once saw someone stand on the forks on an elevating forklift, up around 25ft trying to put a TV arial up on the roof on a factory - it was last summer with the world cup thing, and they couldnt get reception inside the factory It was good for us - we were there to measure the factory for a sign, so we gave him the tape measure and had him save us putting up scaffolding
