they banned two accounts last time.

It's not in their interest to piss off hundreds of players (hell they've already lost 3 accounts from people I know that the spying has been the final straw for) just to protect a couple of abusers.

If they find him, I dont think they go "Ok, we found him and banned him, but cant say what acc it was cause we dont know if it was him, but we banned anyways". Hence, if any action is taken, they are sure, and there is no innocent person that can be blamed for something he didnt do.
