I'm 99.99% sure but need the last little bit

If, say, I'm a highlander, I have a natural crush resist of 3%. Does this go over the normal caps or should the SC template be designed around 23 crush resist?

It goes over the normal, so if you put 26% on template you'll end up with the whatever +% your racial is.
