I havent changed them too much, maybey 4 times on each charachter. Thats mainly been to respec things that i've been saving for, such as IP on reaver and RP on cabby. I respecced the cabby just before i went mid to RP, thus the low number of passives.

its not your weaponskill that is measured against the opponents WS when determining the block %, its a hidden shield weaponskill that depends on your dex, block skill, and mastery of blocking (iirc).
