PvE Hero template/items

Looking for a nice and cheap template for a PvE shield hero, something with the cata's % block bonus would be good, and anything to increase +dex +con +hits (like the 9.1 cyclopean necklace)

Any ideas on template or items to include ? the cheaper and more common the better (maybe a ML2.10 vest) mmm

Nice but it wont raise any caps, dex,con,AF,hits ?

Could do the ML1.5 solo step and farm one of the DEX rings, thats cheap

give punishment a pm here on FH ...his original template looked relativly easy but very strong ..capped dex stre con and plus 15 in shield when he had it out .
