Its probably a new POC drop looking at the charge, seems like something that would be from POC. When it comes to cost, I dont know .. seems like something a soloer, maybe a stealther would benefit the most from (the abs debuff), certainly not something I would have used much in a group. Most stealthers use SOM already, either that or ML10 cloak with buffshear charge, so I dont know .. maybe 4-5 plats?
