navy > pirate anyway.
unless theyve changed it, you need to be a nations navy to get Ships of the Line , tho pirates can steal em if they manage to take one over.

havent played since last wipe, only got to lvl 15 or so, good laugh, not sure how long it could keep the attention tho, enjoy the bimbling around at sea blowing people up

Pirate is harder to play at the start imo, I found navy very easy.
To begin with anyway.

Huge tip, get lvl 5 or so, then do the economy tutorial questline series, you get sooo much exp and monies, and also a free ship for lvl 12.

The basic premise of the endgame I think is that you fight for control of the important ports amongst each other. Also they are making pvp flagging on the open sea give some sort of innate bonuses and make the npc patrols non-agro.

from what i know
you can attack a nation you are at war with, or pirates, towns/docks. they get that PVP warning circle around em, and you can fight inside it, you get warnings when u enter it aswell.
as for the free ships:
when you die, you lose your ship, and get put in the next one in your queue in the dock. however, if you die and have no backup ship, you get given a freebie based on lvl and faction. british navy, at lvl 12, get a sloop, as backup, and so forth, so even if you lose everyhting at high lvls you will get a .. competant if not amazing ship in your lvl range so you cant get ganked out of the game.

afaik, its every 12 levels you get a new unlock, 12, 24, 36, 48.. lvl cap is 50

You dont necessarily lose your ship when you die, if you buy ship deeds you can add to your ships durability if its the same type, eg dolphyn ketcher as pirate you will never lose your ship assuming you have backup durability added this way.

Not sure about other nations.

actually you have to get to lvl 5, but you can do that in about 90 mins

Its definately worth a try, its definately not going to be to everyones taste though.

its defo worth a look if you can get on, its free after all
