Ive used pipex for 2 years and ive been pretty happy with them.
I would say the best is nildram but pipex just bought them so theres probably gonna be a few changes there.

Id recommend pipex to people if your looking for a decent adsl isp.

www.adslguide.org for info on isps and a pretty active forum to get a rough idea what isps are like.
