but how can it cost thousands for painting back to white when 2 ppl did it pink in 2 hours

I would guess they did it themselves and the whole 'mystery painter' bit is to avoid trouble over it being a protected building.

...because it is a Grade I listed building and as such will need to be painted correctly, with paint that is breathable and that will not damage the mortar or brickwork. The pink paint will probably have to be removed first.
