Is it possible, using php and mysql running on an intranet server, to edit a registry key on the local server?
I'm guessing not, but i thought id try :/

No, in short 
Basically, it would represent a phenonomenal security risk, because for every nine times it would be used for the powers of good, you're always going to get that one person who would use the power malevolently. And, although this point is academic, not all operating systems capable of hosting an Intranet use a standard form of registry, if they use one at all.
