I got 2 pc's on a LAN and using internet connection sharing... is there some sorta tool that will allow me to split the bandwidth so that each pc can only get a max dl rate of 30 kb/s (except the host pc of course) - that way I can play cs in peace and the other pc can download all it wants without interfearing (eeek spelling) with my bandwidth???

Most download managers have a bandwidth throttle, and regular surfing doesn't really have that much effect, unless its streaming media.

I know you can do it in 'nix, but I remember having a brief look around for something similar for Windows myself, to no avail.

You can? I was after something like this a while ago, getting annoyed at games being interrupted by family members downloading stuff, and all being on a network with an OpenBSD server thing, but my dad's convinced that such a thing would be hard as hell to get running. Says it's something that isn't easy to do with BSD or somesuch. Any idea if this is right or not? And if not, any idea where to get such an application or whatever?

Windows XP has the QoS Packet Scheduler which (supposedly) does bandwidth throttling, but I've uninstalled it (as I don't need it) and I don't know how to operate it...

You might want to think about the bandwidth max. Since you only need say, 15kb/s to play Quake/HL with a rate of 15000, you needn't halve the bandwidth.

Instead, throttle it so that you'll have enough bandwidth for your rate, with the rest being available for him to download with. If you can download at 70kb/s for example, you might make the maximum 50kb/s for either computer, and then you'll always have plenty of bandwidth to play games, without having to start an argument with whoever uses the other pc :)

openbsd (and others too iirc) allow you to throttle by protocol iirc. I'm sure there are products that allow you to throttle by host. firewalls are quite aware of what goes through them, and where it's from/going to and stuff :)

What you need is a hardware router (a decent one), connect your 2 PC's to this and the router can do all the bandwidth control for ya :D

This proberbly isnt what you are after but it has a module u can add to limit the bandwidth for a given IP address on the internal network. ^_^

I found a utility called 'wondershaper' which is basically just a script to set up traffic shaping in linux, and I use it for precisely this.

You set the upload and download limits to just below that of your cable/adsl connection, which forces your traffic queue away from the modem onto your linux box.
The you prioritize the traffic so that games get priority.

This means you can play CS while downloading full speed, and your ping remains ok :)

I actually used it because I was hosting a website off my cable, and uploading at max rate absolutely slaughters your ping in games. So I set this up, and then could play at good pings while uploading max speed.

Search for 'wondershaper'.
