If you know what you're doing, this is pretty much all that you need. If you don't know what you are doing, don't bother. Though this is not to say that you shouldn't download the thing, install, look through and read up.
Are you having problems? Really if you have enough power then XP should run fine. The problems start occuring when you install crap that is forever running in the background. The more that runs the slower the pc and the more it gets 'upset'. Best way to keep a system happy is to make a picture of the windows task manager when you have just made a clean installation. Dead simple just pull up task manager and then hit 'print screen', open up paint and paste it in there and print it out. Sooooo many programs put stuff on your computer that runs in the background, especially stuff you have acquired from dubious sources. Just keep an eye on the initial picture of task manager to look for 'new additions' and find out whether they should be running or not.

I wouldn't trust utils to 'optimise' your PC. The only way to speed things up is by getting your hands dirty. Make a fresh install. Remove services you dont want from starting up(this guide should help). Now your PC is starting up with less than 25 processes(including firewall+antivirus software). You're ready to defrag your hardrives and start tweaking your hardware settings(memory timings, overclocking etc...).
