sounds like haste proc

afaik you can get it on crafted armor with crafted procs... tho theres also items that proc 40% haste so guessing he means those

it's the 30% celerity haste proc (ie stacks with other hastes like celerity does)

Hmm I have an alacritous 1h slasher that dropped when I focused the anathemic salamander from ml6.. anyone can confirm other mobs that drop these?
