Dumb Cyclops eye and get buckler from ml7.7 flame guy.
Switch CB acu with CB dex version as you need higher dex for lower castingspeed.

Basically skip str alltogether and get more dex and resist (cold a bit low, you might meet the odd cold wizzie and light eld)

I can't give you much advice really on what to change to for better template, but as has been said, dump str altogether. Concentrate on dex, dex cap, cast speed, range first and foremost.

And the CB version i dunno if i can get dex version as healer

You sure? I've always been told that healers get tank stat on GOV...
Which would be the ones you listed first...

Im using the belt of moon hammer that has +4 castspeed i think, scorp tailring with +4 castspeed and sun scorched helm with +2 castspeed.
Otherwise its very similar to yours.
I suggest you take the scorp tailring since you lack rings.
