Only way i could see this working is if you got rps for mobs in the rvr dungeon this means you cant just gain rps in the safety of a camp where your buffbot can forever res you.

can pretty much still do that in frontier dungeons as long as u go deep enough, not many ppl bother going past the hard mobs for other camps.
the whole bubs= rr thing is pretty much a bad idea, would just promote more PLing, now also for RR, just think that u can do mad duos killing reds and getting very nice xp all the time, talking defensive tank+dmg dealer/ tank+caster etc etc

If that is your only concern it could easily be solved by putting a timer on the pace you get the RAs, one realm rank once a month, no matter how fast you earn that pve bubble (and 10 days for 10 bubs is a sick pace, such fun life to live ) would probably be enough to allow the gank groupers supremacy in FGvsFG battles
