Order RR15+ Renown gear merchant

Where is this guy?

I have been through the shadowlands more times then i care to remember looking for this guy.

Even went as so far as going to the T3 elf zone to look for one but i could not see any at all.

Are they in RVR keeps after a certain lvl ?

Yes, tier 2 are in keeps, think 3 might be as well and tier 4 are in cities I've read.
Not sure about order but for DE the tier 2 renown merchant gear starts at rank 11 and tier one ends at rank 8.
