Modem speeds above 19,200 generally take into account compression techniques. If you are downloading large files that have already been compressed the real speed is actually slower.

Most of the internet content is pre-compressed, JPEG, MPEG, GIF, ZIP, and sometimes even Java applets, do not take advantage of modem compression, however, the volume of content is so small that it is hard to notice, it only comes to light during larger sustained downloads.

Additionally, 56k modems can alter the line speed dynamically, whereas your connection only reports the speed you originally connected at. Modem speeds are never constant, so the average download speed is normally much lower than the maximum connected speed.

The best way to judge your connection speed is using the graphs from System Monitor (SYSMON.EXE), or a similar tool. Show the download over a period of time, you'll see the modem constantly changing.

The reason why 64k ISDN is significantly faster than 56k, despite being rated only 15% higher, is because you get a constant 64k download that makes average speed over a long period a lot faster (at least 50% at my estimates).

Similar thing here. I'd been a "naughty boy" so teacher kept me behind to perform some "tasks" for her. Unfortunately, she set me to work cleaning the whiteboard, which had accidently been written on in permanent marker, and after giving me the appropriately overpoweringly strong white spirirt, set me to work. I had the time of my life, half an hour of cleaning was never so much fun. ;)
