All right, as your man in Japan I'll try to make sense of this, though I haven't seen it before now:

The group is called Mini Moni. It is a spin-off from a wildly successful J-pop band called Morning Musume. Morning Musume number around 15 members now, too many cute young girls to choose from, most of them underage to cater to the cute-craze that is so prevalent here (and to cater to the lolicon complex that's fairly evident).

Morning Musume have many spin-off groups. The gimmick with Mini Moni is that ALL of the members are less than 5' tall. The song itself is called 'Aiin dansu no ???', which means '??? of the love dance'. Not too sure what the kanji reads, it's a little difficult to read. You'll notice at around 50 seconds they all introduce themselves with the suffix 'hime', they're basically trying to be princesses of cute. And they're screaming out 'Aiin' so repetitively.

I can honestly say the only interesting member is the cute one with orange hair (and no bandana). She's just a lot of fun in her interviews. Morning Musume also have their own show every Sunday, after that comes a show centring on 'Nyusu', who are basically the male version of Morning Musume.

Not sure who the kabuki guy in the video is, though.

Anyway, there you go, a little lesson in Japanese pop culture. Need anything else explained?

edit II: on the third viewing I manged to make out the title: Aiin! Dansu no Uta. It means LOVE! Dance's Song, when translated literally. That's it, no more viewing!

well, i suppose. but it wouldent make sense if u havent acually seen it

all i really can say that makes sense is that its a asian girl band, they all scream AIIII, its awfully colorfull and generally scary to see what the humanity is aiming for in terms of "music"
