The stats have stayed as before, however the procs have no changed. There are now 6 procs and no charges, with the biggest change being the Abs shield on the chest (instead of the 80 pt heal) and the heal moving to the legs on a 130 Procs. In summary, we have two 150/50% Abs procs, two 65 point/100% lifetap procs, a 20 Endo proc and the 130 point Heal proc

Chest : 15 Strength, 40 Hits, 7% Crush – Level 50: Strength Cap 5, Hit Cap 40 – Con Cap 5, 150/50% Abs Shield Proc
Arms : 15 Constitution, 40 Hits, 7% Slash – Level 50: Strength Cap 5, Hit Cap 40, Constitution Cap 5 – 20 Endurance Proc
Legs : 15 Dexterity, 40 Hits, 3 All Melee, 7% Thrust – Level 50: Strength Cap 5, Dexterity Cap 5 – 130 Heal Proc
Head (Crown) : 15 Dexterity, 18 Quickness, 6% Energy, 6% Body, - Level 50: Quickness Cap 5, Constitution Cap 5 – 150/50% Abs Shield Proc
Hands : 18 Constitution, 6% Matter, 6% Spirit – Level 50: Constitution Cap 5, Dexterity Cap 5, Hit Cap 40 – 65 Point/100% Lifetap Proc
Next patch, 1.79. You have to start the epic quests all over again, of course, except for those people who have already completed the old epic quests. These people can start the new epics from level 30.
The old epic quests will be removed in 1.79 too, so if you want to complete the old epic, make sure you do it before the patch. Yay for free salvage!
The new epic armour stats can be found on la libraire (for midgard anyway) http://library.l9c.org/items.php - the sets all have considerable amounts of stat cap on them, and a lot of people will probably change their templates to include some of the pieces, to get up to the stat caps.
My healer template for 1.79 includes 3 or 4 bits of the new epic
