It's simple economics.
They have two choices :
1> Upgrade all their servers and the bandwidth they have available, at quite a lot of cost, thus keeping the customers happy, but leaving them with a load of new machines that the return income just doesn't warrant.
2> Do nothing. Apologise for the inconvenience and let the consumer keep trying his/her luck at registering.
The sad thing is we'll wait. And we'll keep trying, and trying, and trying to register ToA. Eventually it'll work.
GOA know this.
