Network Monitoring

A lot of you guys seems to be techies or sysadmins so I'm hoping that at least one of you will be able to point me in the right direction to try and find a decent freeware network monitoring tool for windows. I'm wanting to capture and read UDP connections, I have been using netmon up until now but for some reason netmon no longer wants to capture anything I send out, it only captures incoming.

If someone might have any idea why netmon isnt capturing outgoing packets then that would be great.

Does it need to be freeware?

Otherwise, I've always found commview to be pretty decent.
