1) The usual suspects, cap hits cap dex cap pie.
2) Ring of heavenly bodies isnt 2% universal spellrange, it has a restriction such as vs animals or so.
3) Throw belt of the moon out.
4) Fix it with your SC calc that Tartaros Gift shows it's stats in the config report, you've to tick the box "equipped" for weapons and shields so they get included in the calculation.

Immolated Ring
Silksteel Soot Stained Boots
Jacina's Sash
Ceremonial Bracers
Ebon Hide Bracer (Bracer of snow is total junk, and yet again the spell range/damage bonus on bracer of snow is restricted, thus it won't affect you in RvR)
!! Maddening Scalars !! (If you can afford CS and AT you can afford this too, and its your friend)

And, to end it, why the fuck don't you overcap your scs? You can use 37.5/32 imbue points with 5.5 overcharge, not overcapping items is such a huge waste of points and won't get you anywhere.

Edit², Don't imbue matter resist. You've to gimp something in order to get a decent template, and matter + energy are best/easiest to gimp. This means you should not imbue energy resists either.

thanks for all that advice , but i thought i capped my SC. It's kinda strange. I think i'll definitely change Belt Of Moon and get range+ belt for RvR as i need that and also get some more dex cap. ( got aud dex 3)

btw i have CB and immolated ring. Still dont understand the restrictions though.

If i have to I will drop those 2 resists that are easy to gimp.

You can overcap on MP cloth to 37.5 out of 32 imbuepoints, so your ~5 points short on every item = bad.

There's no dmg on the bracer of snow, the 2% casting speed which it grants aint restricted ofc, the range it grants is restricted as it's only versus Humanoid, Animal and Elemental.
