MP3 volume adjustment

Quickie:

I once found a web page with a freeware program that scans through your MP3s and does something to them so that they all play at a consistant volume. It doesn't re-encode them, just twiddles something.

Problem: I've forgotten the name of it and I don't know if it's any good!

Does/Has anyone use/d something like this? The extremities of my MP3 collection are beginning to annoy me! However, I don't want to run anything on it that will degrade the sound (e.g. re-encoding).

MP3Gain does normalization http://mp3gain.sourceforge.net/
I never bothered since i let lame do the normalizeing while I rip them.

that said there should be no loss in the procedure
you can always test on a copy of your more extreme loud mp3's
