Mp3 bitrate converter?

Anyone recommend a good (ie, free) one? Looking to convert a bunch of 320kpbs MP3s down to around 192 to squeeze more onto a portable player

I use foobar2000 to convert flac's to mp3 for in the car. I'm sure it can do something like that for mp3.

Use EAC to decompress them to .wav and recompress to the desired bitrate.
