Yes. If you actually see a crime being committed (as obviously was happening in Mystic's case) or you have a reasonable suspicion a crime is about to happen (once again as in Mystic's case) then you're supposed to dial 999.

999 is for use when an "immediate" response is required and should only be used in cases where a crime is happening now or if anyone is in immediate danger.

In this case, a crime was happening now, therefore it's appropriate for a 999 call. I'd actually say in Mystic's case you can argue a. a crime was being committed, b. yes, there was the chance he was in immediate danger, and c. yes, he wanted the cops there straight away. NB. The nature of the crime is actually irrelevant; this is the other side of the "taking away individual responsibility" coin, its not up to you as a punter to determine the seriousness of the crime being committed, its up to the police. If the police didn't want to come out to a 999 call, that's their decision, not yours.

999 should not be for "possible" dangers: it is for REAL dangers. Otherwise we'd all be legitimate in calling 999 for some very, very trivial things....

999 is for whatever the emergency services decide it is for. All shoplifters are 999 calls for instance, and most of them do not need to be.

I have called the police switchboard for thieves before and was immeadietly told to call 999, even though there was no danger the person had already been detained.

You can call the police if your in any type of RTA. If you think it is an emergency then of course dial 999 there are plenty of operators. Police or any other emergency service will not be despatched if it is not deemed an emergency by the operator.

At the end of the day if police do go to your RTA and noone is injured all that will happen is they will ensure details are exchanged. These also could be false details, they can probably do more in depth checks but false details can still be passed and the police are not expected to get involved because basically it is a civil dispute. (as far as I am aware)

Take the Vehicle owner to small claims court if they refuse to pay up. If your involved in an accident always ask for some sort of ID from the other driver so you can prove who they are, take a photograph on your mobile telephone. If they refuse to show any ID then call the police and thell them he is refusing to exchange details, because he is.

The driving instructor in the car is a witness and when you report it to the police you can put him down as a witness he just wont be independant.
