I think you cannot. If you want to downgrade your house, only option is to have the stuff removed from the house, and recreate and redecorate the house from scratch.

You can downgrade houses in teh same way you upgrade them - simply drop a new deed on top of the outside of the house. When downgrading though you DONT GET THE ORIGINAL DEED BACK like you do from upgrading so going from a 10p house down to a 1p cottage you effectively lose at least 11p (the 10p original deed and 1p for a new cottage) + the cost of a new porch if the newly downgraded cottage is to have one.
Also you should be able to leave the contents of vault1 with items in but you should remove the entire contents of vault2 before picking both vaults up. All your decorations/trophies/physical vaults/NPC's, bindstone, CM etc should be picked up before dropping the cottage deed.
