Media Centre

Can i turn a normal PC into a Media Centre PC with some sort of PCI Video Card?

I have the proper remote and Media Centre CD's so wondered if i could put them to use and record stuff off TV by just sticking a card in my normal PC?

I thought a 'Media Centre PC' was a normal PC with TV cards and funny OS. I think a lot of other stuff too though. Like why my fart smells.
