Let's say you attack a lvl 25 mob with a lvl 10 DD. High chance of getting resisted. Then you attack with a lvl 35 DD - very low chance of getting resisted.
Mastery of focus raises the level of your spell so the chance of resisting it gets smaller. It doesn't change damage though, and it caps at a spell-level of 50 ( so a lvl 48 spell with Mastery of focus 2 won't be a lvl 57 spell, but a lvl 50 instead. )
Dont think it does anything for defensive spells etc - its purpose it to increase offensive spells effective level for purposes of resists, so that they get resisted less.
