it procs fairly often, it doesnt do any actual damage to the target but instead the proc debuffs all the targets stats by 25% iirc

1- No i suggest you activate a Malice and test it youself if you want numbers like that ^^

2- As stated Previously it DOESN'T DO ANY ACTUAL DAMAGE! it reduces your enemys stats by 25% which reduces that HP. The number of hps it removes is different in each situation

It wouldn't actually hurt to take 5 minutes to google for the arti and check for what the proc and charge do.

No one can tell you the proc rate in %, unless they have done the testing which requires LOADS of swings. Someone must've done it. Even if you did stumble across a figure, it would only give you somekind of an idea what the procrate is. There is no exact %. or x out of x swings proc.

I only want the arti when the proc has atleast 10% chance to proc else i dont want it(on my arms) so its not worth farming the scrolls or farming money to buy it as those scrolls r expensive

I'd say the proc rate is better than 1 in 10 but your need someone who has tested it fully
