Maddening Scalars

I had a look on the site http://www.visionofsages.net/toa/ to see what level one has to be to get credit for maddening scalars. The answer I got there was 9? Is there someone who can tell me with certainty what level one has to be to get credit?

I helped Kaisar suicide to force spawn it with my runemaster being level 20 at that time, I got encounter when it was killed.
