My solution:
The one who got the drop can make the final call. If something drops, all who want it say they do. The one who got the drop can then decide who to give it to, supplying reasons. If you're there for the adventure or the xp, take any drop as a bonus, and don't whine when you don't get it.
If you're on a drop hunt, you decide in advance who gets what, coz everyone's goal is obvious.
If you're in a big organised raid like a DF raid, the raid organiser can at the start say that he will be in charge of drop distribution.
The one distributing (raid leader or the one who the item dropped to in the first place) can use any argument or method he pleases to decide who gets it.
In the end you risk your own reputation by being unfair or by being a whiner. Be fair and be tolerant, and ofcourse you could decide to be generous ( ;
