[HELP] loot bag types in PQ

kinda curious as to how its decided by the game what loot bags to throw up, is it random or is it affected by how many players vs the difficulty of the PQ?

so for example a 12 people WB doing a 2-3 people PQ should get lower end loot bags, whereas 4 people doing a 6-9 people PQ should get higher end bags?

or is it something else?

In the recent IC attack on K8P the bags dropped did seem a bit random, it must have always been 48 Order and 0 Dest doing the PQ in one of the instances and the bags dropped were always 2 gold(thats probably set in stone) and then(now this is going from memory so not going to be exact) 0-4 purples, 2-4 blues, 3-4 greens.
