yes it does work @ lvl 24 mate
when i unequip the cloak.. my +strcap gets removed (so are +hits/cap)

what items give +hitscap then?
i wasted 2p only on checking if they even affect a lvl 24.. which they didnt

realy sucks

rules for thid!

1: level 50 items that are NOT rog wont affect you except for base effects
2:items (that arent rogs) at level 44 or below will affect 24 thid chars, the exception for this is when they say level requirment: XX (then only base effects work on the level 24)
3: all rog items without level requirments should affect thid chars

There isn't a hard and fast way to tell I'm afraid it depends on the utility of each item which is a hidden field. If it's higher than your character level then you can't use it.

but he doesnt know the exact answer as you see
