It's much easier to be fed info than to search google I have a certain m8 who plays this game but never reads patch notes and seldom reads forums, instead he asks me for the digest of it

No prerequisites..

1,3,6,10 ... For passives
5,10,15 ... For activated

But yea, for some its really complicated calculus
