lightning etched sleeves in hib?

saw these sleeves in a middy healer temp n wondered if they exist in hib aswell, havent been able to find them anywhere. Should supposedly drop from foppish sleeves mob:

Afaik they do exist on hib. Havnt seen em myself, but pretty sure they are there ...
Should drop from an ML8 encounter. Tholos or what ever he is called. Cant remember what step it is, but atleast a BG step.

Yup its not an ML8 drop - its a drop from foppish sleeves encounter, but not guaranteed I think, seen other parts (vest/gloves) on the CM pretty cheap but rarely see the sleeves.

Last ones on there sold for 40p if i recall.

Artifact is a pain in the arse to do - tried 3 times now and failed each but its a personal mission... we will kill the bugger.. .and I will get my sleeves

Yes Static means its non rog, so when they drop they always have same stats on....same as fx Lightning Embossed Scale Helm from Danos ( or one of the adds, cant remember )

As said, static drops are the non-rog drops.
If the item drops, it will always have the same stats.
This doesn't exclude the possibility that the chance that that item actually drops, might be very low.
