lgm fletcher tool quest?

Ok not sure if im sayin this right or wot... I wanna do the quests forme ranger for the tools that give me 1-2% qua increase so i have better chance of makin a better wep... how and were do i get this quest? I went to tnn and tried to speak wiv me fletcher master but no luck at all ... wot do i do pls some one help me

Im not sure how it works in hibland, but talk to ONE of the fletchermasters(we got 2 in our homecity) and you will get the quest from one of them.
