lagg issues help needed

Hi i seem to be having real bad lag issues whilst playing using SI client.I get it in any built up area cities ect , but real insane lagg in castle sauvage. Plus i get it during rvr fights when all i can do is stand still. When i port to housing area on initial port my char stands still for ages then all of a sudden the frames catch up and my the whole map starts spinning round for s few seconds b4 im able to move, even then my movement is laggy.My system is
Model Asus A7V8X
AMD Athlon(TM) XP 2000+ 1.7 GHz
Asus V9560/TD FX5600 ddr 128meg running following drivers
NVIDIA GeForce FX 5600 Driver 5.3.0.3
512 meg of memory.
I am running winXP with all the latest drivers installed, but i installed winXP as last hope as i had this same problem under win98se.
I run another system with a 1.4 processor and a gforce4 MX 440 64meg sat on a gigabyte m/b this system runs SI without any trouble.
please help

wait till next patch when you can pre load some textures .. should help a lot on this
