I perma lag on a server but no one else has problems

I done a pingplot but dont understand it etc xD

and idea how i can stop it?

Is it the server you're pinging ? 0.2 sec lag doesn't hurt too much. Are you suffering LD's (packetloss is generally the cause, and there isn't any in that small sample).
