Stating that you've capped castspeed makes no sense really, unless we are talking about one spell in particular.
According to my testing, a dex of 394 with 10% Toa bonus would make you cast a 3s spell in ~1.56s. As you said this is actually pretty close to cap since you can NEVER cast a spell faster than 1.5s. However the gap between cap and actual casttime will increase if you use slower spells.

With free RA respecs from NF, I've actually decided to test if the above numbers for dex and castspeed gains actually seems to check out. Havent tested extensively, but initial results lean toward double the gain per dexpoint spent above 250. I.e roughly 1% per 10 pts of dex. However I wont draw any conclusions yet.
