I don't know where to find a list, but basically any named NPC guard can give killtasks.

I did make a small list, I'll try and pop it on here.
Couple of points, when you find an NPC that will give you a kill task make a note of your level, you can go back to them in another 4 and start all over again.
Also my list might mean poop as I believe they're class specific.

I think they are character rather than class dependant, so yours would not work for me but the list would be usefull.
Excellent info about repeating every 4 levels (I've taken 4 chars past 20 and never spotted that
