Jacani's sash: Have i missed something?

ok just got my jacani's sash to lvl 10
But now i stand in druim ligen and try to use it. First try i use the hp heal, and it works like a charm.
15 mins later i try the power heal which is use2, and it says "You can't use this item!". Is this a bug? or am i only as a druid able to use the hp heal?:touch:
Have reloged and everything, and yes it is lvl 10 and no i aint numberblind or anything.

Hope some1 can make this clear to me.

afaik lvl 5 on jacina is arcane siphon ? wich is % chance to no use power when healing/casting something and /use2 on druid doesnt work only on casters

but why the hell have they posted it on druid version aswell as 2nd use ?
Got told the same ingame just now, so guess its true.
