Apple always play their cards pretty close to their chest and they have everything to play for now the android market (assuming Nokia doesn't put a huge dent in it financially in the near future) is now so large. It will be interesting to see what they bring to the market over the next few years.

Does Apple still have those insanely harsh rules when it comes to trying to sell apps on their market?

It does have to go through an approval process, but it is no big deal apparently. Apparently it is to ensure the security of IOS. A friend of mine runs a small company which designs apps specifically for Iphone and he makes quite a good living at it.
