I'd like a little bit of evidence to back up your argument of lack of mental development. Who's to say that when you go into a comma you come out the same age as you went in.
Though other than that, i agree people who disabilities which lower their mental age should be safe guarded by the law in terms of sex. (but then the whole idea of categorising people is way to complex and would take years to happen, and then, we'd probably end up like the nazi's
).

Well not much to say, according to the law it is okay if the girl is 15years old or more.
So I would say that it is always okay to have sex, if the girl(or boy?) is in on it. - If they are above the legal age ofc.
This is a greyzone, with so many things to take into consideration. So all you can do is stay within the law and use that as your guideline.

personally i think 16 is a fine age to have sex, but with sex comes the possibility of having babies and I can honestly say I have never known anyone who is mature or responsible enough to have babies at 16 (even though I have known gals who had em at 15/6).
Theres a film by Terry Gilliam, his latest one I believe about a girl whos dad is a druggie and how she deals with life. There was a bit that caused outrage (and i mean OUTRAGE!!!) in America because it showd the girl (who was i think 11) sharing a kiss (and it was quite a sweet innocent nice kiss) with a man in his mid-late 20's however, the man had the mental age which was similar to her own, it wasn't a sexual scene but it made people really really uncomfortable.
Im not sure why we adopt this attitude I mean in some african tribes and in the tribes of the amazon girls get married at 11+ (some even at 9) so its obviously not considered unnatural there, although I don't know if they actually recognise child abuse in these places, its generally seen that when a girl begins her menstrual cycle she is ready, nature is saying she is ready.
saying that though i cant say i'd be too chuffed if i had a daughter and this happened because in our culture children are not mentally able to cope with sex.
the coma thing i think if the girl made a conscious decision that yes she wanted to have sex then fine, if she was coerced in to it then no thats wrong.

the coma situation, obviously people with downs syndrome or similar is a different thing, but i think 'normal' people would adjust their mental age to their bodys age relatively fast..

I don't see what is wrong with a 15 year old having sex to be honest. Let us look at this logically, if nature dictates that the individuals body is ready to reproduce then who are we to enforce our moral code on a process that is vital to both procreation and evolution. A 15 year old girl has probably been fertile for a couple of years at that point after all but because the church says it is wrong society has to conform? No, nature always knows best, humans think they know better but that is a fatal flaw in the species.
Getting back on topic, 11 is a little immature mentally and physically. If you had said 13 then I think it would have been a much more heated debate but I would have to say that any 11 year old (mentally or physically) having sex is very premature, coma or not. I suppose alot depends on the individual though, some kids are wiser than thier years but there are also 18 year olds that can barely tie thier own shoelaces. In either instance I think you just have to let nature take it's course.
