tis all in the patch notes, not sure if there's any consolidated documentation about it though.

might be mentioned in the in-game f1 help.

This thread should make the situation on free levels a lot clearer for you, especially the explanation by Requiel on the second page.

Try a search for underpopulated realm bonus in the forums for more info about that and also check the search thingy on right-now faq pages (or whatever it's called lol)
