In what patch are DF-merchants "upgraded'' ?

so next patch we are getting will have both dragon and df improved drops (patch 1.65)

1.64 is the Dragon + Epic dungeon drop upgrade patch and 1.65 is the DF item upgrade patch all upgraded DF items are completly new so no items will be upgraded.

Dragon and DF items are not retroactivly upgraded.
Galla items are.
afaik.

The DF items are in fact completly new items (costing more seals) and the old items will still be available. Not sure mob drop items, probs still crap
