You'll save a lot of time if you cut out 1 minute of the clip and test compression on that. Try to select a part that contains both high movement and calm sequences.
If your video has alot of movement it will need more bitrate to look good. The Chandi movie was pretty calm overall, and static scenes save alot of bit.
If you're not happy with any of the quantizers then you need to do a 2pass. Quantizers are integer only so setting it to 4.5 means it will do 1 frame with quant 4 then 1 frame with quant 5 and so on. Better in that case to use 2pass so it will place the different "lower quality" frames in smart places.
