It's a parody of people who use excessive exclamation marks. As far as I know, it started out as !!!!1!!!1!!! etc and then had one, two, eleven included afterwards.

I think it started off as a "on purpose typo" ie - !!!11 makes it look like you typed fast as if you prove your point in a flurry of emotion.
