Can someone explain to me how an object can be moving and not moving at the same time

I can't be arsed to read that article, but you are an example of something that is both moving and not moving. Depending on the chosen frame of reference, when you're sat on your couch watching Baywatch (ignoring your right hand, which is probably also moving, that's a different discussion) you are both stationary (relative to the Earth) and moving at nearly 70,000 miles per hour (relative to a stationary observer in space).

This could be talking about something completely different, but there's an example to get you started. :)
