How much +to your weapon in your SC template?

Im making my Skald template.. and if im, lets say 44 hammer.. do i have to SC +11 or just +7 in the template to get 51?

51 effective on my zerker as im RR5 and split spec
51 effective on hunter as its a pain to fit all you need and +11
