How does resource allocation work?

I was playing on inferno team and our team had 5 Turrets that we could place. After a while the teams were unfair so I changed to the other side. When I went to start deploying defenses I noticed they were only allowed 4 turrets?

Is there some weird system that sets how many turrets you are allowed? Most BW games on CTF I've played allowed 4, but I have been on the odd one or two that had 7.
